quite frankly, if i saw my buddie's corpse lying in the road suddenly get up and start chasing me? i'd s*** myself. that would be extremely creepy.
gameplay-wise, it presents some issues - killing a survivor inside his base for example. if he rises again, then the zombies already have a man inside. however, once players get used to it, then they'll train their weapons on the dead body and take him down as soon as he rises, and that's no fun.
the reason zombies spawn in remote locations is to give them a chance to get organized before shotgun-wielding humans take them down. everybody knows how cheap it is when a party of fully-armed survivors camps the zombie spawn.
