Ideally it should be a medium where you can export the model you're making to an .smd file so it can be compiled into Source. Blender does have an smd exporter so you should be fine with it.
You should also be able export into a filetype that most other 3d editors can read (.max, .obj, etc), so it just makes things easier on our end as well!

Note that we really, really, *really* would prefer models that are ready-to-use for source.

If the prop is good enough, we might distribute it with the mod anyway. The rules give us the right to, and if it's that good, people will want to use it. We might as well facilitate that right.

This may seem a strange question, but what exactly is a Halloween theme?
As in, would any type of monster, horror, or autumn setting also be considered Halloween themed? Or do you want something that is strictly around during Halloween but not the rest of the year?

I would say anything in the vein of autumn could work, but Halloween is definitely about dressing up and being scary. Think about Halloween decorations, costumes, things you see during the season.
I definitely see a lot of autumnal decor during Halloween, so I wouldn't hold it against you if you went that direction. But to be safe, you should probably do a bit of both, since we're looking favorably on those who do more props.
