If you have a texture you import by creating a .VMT and a .VTF. (Valve Material File and Valve Texture File.) To do this, you need to download a plugin like VTF-Edit, or download a PhotoShop VTF Plugin that exports to .VTF. A VTM is composed of text that applies the special attributes on the texture, or how the texture is used. For example, the water-distortion on a waterfall texture, and the scrolling. There is a .VMT Maker available at a nearby Google.
As for models, you have to import using the SDK's tools, or download a plugin like the .VTF plugins available. I know these are available for Sketchup and Blender. You can also create a physics enabled object, or just a regular object in other programs and convert to a .MDL file. As for the rest, I think if all three files (.VTF, .VTM, & .MDL) are named the same, then it should auto-texture the model.
