Can't make a non lan server

I really want to make a server but cant afford dedicated 1 and non dedicated 1 keeps saying its a lan plz help

Get a console and use the command sv_lan 0.
It's by default sv_lan 1, which is network play.

just put -console in the launch options.

You can also put sv_lan 0 in the server config file so that you won't have to manually enter sv_lan 0 all the time, observe that the dedicated, and listen servers use different config files.
