Is/will there (be) a breath bar for swimming under water for the humans? If so, does it affect zombies?

No, humans will notice by sound and HP bar when they need to get air again, however the zombies can stay under water for any amount of time without losing health.

thats good cause if zombies did lose breath under water u might a well say, ''holy crap we are fighting in raged people from 28 dyas later that are NOT zombies just ????ed up people'' but tanks for letting us know okei ;)

If you played zp:hl you would know that zombies dont take damage for staying under water, or from falling from high heights.

Yes, I think they should suffer falldamage too; less than the survivors, though.

For the sake of realism they probably should. But to me it would be better if they didnt, and suffered from slower speed for a short amount of time.
